Overview

The Ontario and Québec governments are each investing $250,000 annually under the Cooperation and Exchange Agreement between the government of Québec and the government of Ontario with respect to the Francophonie. This funding supports projects developed jointly by Francophone organizations in Ontario and Québec which aim to:

  • encourage the development of Francophone culture
  • leverage Francophone economic opportunities
  • enhance a mutual understanding between the two provinces

Description

Under the agreement, Ontario’s Ministry of Francophone Affairs and the Ministère de la Langue française are funding projects developed and carried out jointly by Francophone organizations in Ontario and in Québec. Each project must be submitted by an applicant from one province and a co-applicant from the other province.

Ontario and Québec are each investing $250,000 in support of eligible projects. The maximum grant limit per project is $40,000, or $20,000 for each province.

Application period and deadlines

The application period for the 2025–2026 Québec-Ontario project funding program is closed. Information on the 2026–2027 edition will be provided soon.

Eligibility

Eligible applicants or co-applicants from Ontario must be registered Francophone organizations with head offices in Ontario.

Applicants may submit a proposal if they live in Ontario and represent (including but not limited to:

  • a non-profit organization
  • a business
  • a school
  • a municipality

Your proposal is eligible if:

  • it is submitted in partnership with an organization in Québec
  • it promotes the French language and the vitality of the Francophone community in Ontario and Québec

The following applicants are not eligible to receive funding under this program:

  • individuals
  • ministries and agencies of the Government of Ontario or other governments in Canada
  • companies listed in the Government of Canada’s Register of Enterprises Not Eligible for Public Contracts (RENA)
  • authorized or registered political parties or bodies recognized by the electoral authorities
  • political education organizations
  • applicants who have not complied with Ontario’s or the Ministère de la Langue française’s accountability requirements for any previous project

In addition, any project funded under this program cannot be funded by the Ministry of Francophone Affairs’ Francophone Community Grants Program or by other funding programs offered by the Ministère de la Langue française.

Applicant organizations will need to be registered on the partner registry (in French only) to access the application forms for the program and to submit their application and required documents.

Projects from organizations in Ontario and Québec will be analyzed by a bilateral Ontario-Québec selection committee made up of representatives from the Government of Ontario and the Government of Québec, who will also seek the advice of the Bureau du Québec à Toronto. Some applications may be submitted to the relevant sectoral ministries for advice.

From one Francophone culture to anotherAssociation des professionnel.le.s de la chanson et de la musiqueCoop Culture CibleThis project aims to create a series of podcasts highlighting the diversity of Francophone communities in Canada through artists from different provinces and territories. The initiative showcases the cultural realities specific to each Francophone community. The first season will be devoted to Franco-Ontarian artists.
Hamilton - Montréal arts and language exchangeCentre francophone HamiltonCentre des musiciens du mondeThis project aims to introduce Hamilton students to the diversity of arts and cultures in Québec through a program of touring artists and an educational guide developed in collaboration with local school boards and teachers. This learning will be reinforced through a short immersive stay in Québec for some students and teaching staff.
Knowledge exchange: group programmingRéseau Ontario des Arts de la Scène (RO)Réseau des organisateurs de spectacles de l'est du Québec (ROSEQ)The project will ensure the vitality of Francophone art by establishing a community of practice in performing arts programming. This exchange of knowledge will improve the effectiveness of group programming services and better equip broadcasters to deal with labour shortages and other financial challenges.
Together, for a united and engaged Francophone youthFédération de la jeunesse franco-ontarienneFondation Village MondeThis youth initiative aims to strengthen ties between Francophone and Francophile young people in Ontario and Quebec. The project involves online workshops, and a unifying event designed to promote exchanges in French on global citizenship, sustainable development and Francophone cultures.
GAIA - Responsible AI for Francophone businessesImpact ONUniversité de Montréal - Bureau Recherche-Développement-ValorisationThis pilot project aims to co-develop an artificial intelligence (AI) module integrated into the GAIA platform, a bilingual entrepreneurial support hub. The initiative emphasizes the interprovincial transfer of expertise in responsible AI and linguistic and cultural adaptation of the tool to Francophone contexts.
Innovation in entrepreneurial financingCollège Boréal d'Arts Appliqués et de TechnologiePôle entrepreneuriat - HEC MontréalThe project will help Francophone and Francophile entrepreneurs in Ontario on their entrepreneurial journey. The program will include workshops, webinars, an innovation competition and mentoring.
The P.G.L. French dictation is expanding to French-speaking OntarioFédération des gens d’affaires francophones de l’OntarioLa Fondation Paul Gérin-Lajoie pour la coopération internationaleThe initiative involves an inter-company language competition open to French-speaking Ontario designed to promote the use of French in professional settings. Québec Cinema Tour 2025-2026Regroupement des artistes cinéastes de la francophonie canadienne (RACCORD)Fondation Québec CinémaThe Québec Cinema Tour aims to screen Québec, Franco-Canadian and Indigenous films in Francophone minority communities across Canada. In partnership with local festivals and organizations, the project builds on existing programming and offers film screenings and cultural activities in French.
Experience-based learning in Francophone communities: a vehicle for student mobilityUniversité de l’Ontario français (UOF)Université de Montréal - Vice-rectorat aux partenariats communautaires et internationauxThe project includes summer university exchanges and interprovincial internships. The initiative seeks to develop approved lesson plans, open-access digital resources (podcasts, video capsules) and training for future teachers.
Ontario-Québec networking: Co-creation workshops on urban agricultureUniversité de l’Ontario français (UOF)Laboratoire sur l'agriculture urbaineThis project aims to create a Franco-Canadian urban agriculture network to promote the transfer of expertise and interprovincial collaboration in a minority Francophone culture. The initiative is implemented through collaborative workshops in Toronto and Montréal.
My voice in French-Vietnamese Cultural Center of CanadaThis project aims to establish an interprovincial network that recognizes Francophone voices from immigrant communities, emphasizing women and cultural diversity, while strengthening ties between migrant communities and host societies.
Tools to combat discrimination and racismCoopérative Enseignants Pas à Pas IncorporéeAEIQ-Association des Enseignants Immigrants du QuébecThis initiative aims to equip Francophone immigrant teaching staff to combat systemic racism in the education sector. The project includes developing anti-racist educational resources and interprovincial exchanges in Francophone educational settings.
Ontario-Québec Francophonie Trade Award - 4th editionFédération des gens d’affaires francophones de l’OntarioConseil du patronat du QuébecThis project aims to recognize Francophone companies that stand out through their contributions at interprovincial level. It will highlight Francophone culture as a competitive advantage, strengthen Ontario-Quebec partnerships and contribute to the development of a pan-Canadian Francophone economic area.
Film creation residencies for young people aged 18-30 between Gaspésie and OntarioCinéfrancoLes Percéides - Festival international de cinéma et d’art de PercéThis project aims to host Francophone young people who are interested in creating and producing short films through creative and production residencies. The initiative will be run at the Centre d’art de Percé and Le Labo Francophone media arts center.
UQAM/UOF networking week and Francophone research day on conversational agents-Université du Québec à Montréal (UQAM)This project will provide a first opportunity to share progress on the work and methodologies of the Canada Research Chair in Gaming, Technologies and Society (UQAM) and the MédiaLab (UOF), and aims to strengthen research in French on conversational agents.
TranspARTLe Laboratoire du RéveilMixBus StudioThe project will train future Francophone artists, animators and content creators by developing their media, artistic and cultural skills. Specialized training programs for audiovisual production and projection technicians will help create a space for dialogue within Francophone communities in the arts.
